Hydraulic Engineering Consultants Corporation II (HECII) was formerly a Division of the Water Resources and Hydro-power Institute for Survey and Design in Ha Noi established since 1956. During the period from 1956 to 1975, HECII had participated in Survey and Design for lots of Water Resources and Hydro-power projects all over the socialist North of Vietnam.In 1975, after the South of Vietnam was liberated, a part of the labor forces and equipments were separated and transferred to the South to form a Survey and Design Unit in Southern provinces. The workforce of the Southeast Vietnam Survey Association and the Southern Hydraulic Design Association were up to 800 persons in the peak period. They were in charge of survey and design for water resources and hydro-power projects from Ninh Thuan and Lam Dong provinces and southwards.
